    The cost will delegated to research and interviews and analyzing the data to develop a profitable result that will benefit all local city governments. Travel and Administration expenses to research and study the cost and profits of developing a self-supporting homeless facility. Developing a facility that removes the homeless from the street, providing production line work that supports a 3rd party in return, providing mental health support for the homeless, and providing medications and rehab and job training. Funding will come from private donations and companies providing production line work to the facility in addition to government, local and state funding to keep the homeless off the street. As a result, it will reduce the annual cost and redirect the cost to the facility, benefiting every participating city. It will be designed to house or facilitate any homeless person to a permanent location. Anyone who cannot cope with the low-effort environment, they will be evaluated as unstable and will be redirected to a permanent home at the state mental health facility. Other countries, such as Japan, do not have a homeless or senior housing problem. We can redirect the state funds to the homeless facility to rehab anyone within the system. Most likely, any homeless will qualify for Medicaid, and this will help fund the program also. There has to be an ordinance that redirects any homeless to the facility and redirects the government funds to the facility. The same protocol is use for anyone who is in the nursing home. This program will facilitate the homeless problem.
